OpenCV DLL UL

Temporary: Copy cv.dll and highgui.dll to present directory or windows system32. Program will look for \opencv\bin by default (this directory is add in path when install opencv).

Two functions (UK_ini, UKdetection) were move out of main() and called by main() : C:\Data\Examples\dll_main
Generate dll (just copy these two functions to create dll file): C:\Data\Examples\dll

Test dll file: C:\Data\Tracking\UL04\Test_dll_vcnet, or C:\Data\Tracking\UL04\Test_dll_vc6
